Why pixels and not just characters?

Because Google's SERP truncates by pixel width — and capital letters, "W", "M" take more pixels than "i" or "l". A 60-char title in narrow letters fits; in wide letters it gets cut. Pixels are the real metric.

What's the ideal description length?

140–160 chars. Below 70 looks unfinished and Google may rewrite it. Above 160 gets truncated mid-sentence on desktop, even shorter on mobile (~120 chars on small screens).

Does this work for languages with non-Latin scripts?

Character count yes, pixel approximation less accurate. Cyrillic and Greek average wider than Latin, Arabic and Chinese have very different metrics. For non-Latin, focus on character limits over pixels.
